FDIC and OCC propose a narrower CRA regime
The proposal would focus Community Reinvestment Act exams mainly on lending, exclude deposit services from retail assessments, raise the small-bank threshold to $1 billion and create an intermediate category up to $10 billion with reduced data-collection and reporting requirements. A newer report says the same proposal would cap nonprofit administrative expenses on CRA-qualified grants at 15%, making the pending 60-day comment period important for compliance burden and community-development funding models.

ABA presses for aligned stablecoin compliance rules
The association supports Bank Secrecy Act and sanctions requirements for payment stablecoin issuers, but asked the FDIC and OCC to refine rulemaking so regulated issuers face equal anti-money-laundering, counter-terrorist-financing and sanctions standards. ABA also wants clearer treatment of secondary-market activity and final rules that do not extend issuer obligations to reserve custodian banks.

Senate Farm Bill stalls despite ag-bank lending provisions
The Senate Agriculture Committee voted 11-10 against favorably reporting the bill after Democrats objected to the absence of a two-year delay for Supplemental Nutrition Assistance Program changes, and Chairman John Boozman said the committee will try another vote in September. ABA had described the draft as an improvement for agriculture banks because it would raise Farm Service Agency guaranteed and direct loan limits, change eligibility rules and remove several House Farm Credit System provisions.
