Hometown also plans to unite bankESB, bankHometown, TruNorth Bank and Primary under the TruNorth Bank name and reorganize from a mutual-holding to a stock-holding company structure; separately, Affinity Bancshares shareholders approved the mergers under its March 30, 2026 merger agreement with Fidelity BancShares.

Regional-bank M&A has a policy-window thesis
American Banker reported that experts see a near-term window for regional bank mergers because banks are seeking scale and technology benefits under the current U.S. regulatory environment. The same report said a less favorable administration in 2029 could slow approvals, making timing part of the consolidation thesis rather than just buyer-seller economics.

The Federal Reserve proposed a higher bar for AML citations as public enforcement declined
The proposal would cite banks only for significant or systemic failures, rather than isolated, technical or immaterial issues, while preserving action for failures to establish an AML/CFT program. A separate study reported by American Banker found public enforcement actions by the Fed, FDIC and OCC have declined for about a decade and that matters requiring attention dropped sharply last year.

CFPB and FinCEN agendas reset compliance timing
The CFPB agenda, current as of Jan. 13, 2026, lists proposed rules on Section 1033 personal financial data rights, payday lending and average prime offer rate contingency calculations, with final rules expected on Regulation X servicing and remittance transfers by the end of summer 2026. FinCEN expects proposed customer due diligence revisions next spring, gave no target date for finalizing April 2026 BSA program changes, and plans GENIUS Act implementation work with banking agencies and Treasury; the agenda release was delayed, and some projected actions may no longer be current.
